The criminals who remained organized themselves into gangs and factions, and came to control territories of little interest to the government. In these places, they thrived. They created their own code of conduct for their actions, so as not to attract the attention of the authorities. However, there are always those who can't conform to the rules or deliberately break them. And that becomes a problem for everyone.
